这不是英文函电,主要意思是对报价单的定义。这属于普通英语课文,如果你完全看不懂,你恐怕无法学习外贸函电,因为外贸函电的英文属于专业英语,必须在良好的普通英语的基础上再学习。
这篇课文的大体意思是:公司之间做生意,必须有“报价,还价,再报价,接受报价”的过程,这个过程可以是口头的,通过面谈或者电话交谈。但是这个过程多数是通过书面交流达成的,例如写信,或者电子邮件。

报价单是卖方愿意销售特定的货物,在申明的条款下,包括数量,价格,运输,付款条件等。报价单通常是根据口头的或者书面的询价单而开出的。
报价单通常分为确盘和非确盘。确盘就是报价单规定了,一经接受报价,在确定的时限内不会变更交易条件。而非确盘就是,报价单在某些条件之下,可能会变更。
