it was said 就用would , it is表示现在时，将来当然用will,注意said是被动，而不是过去式。

言下之意：这个消息是真的，而且在说这句话的时候，考试还没开始。
又如：He said the sun is rising。他说太阳就要升起来了。（他刚说完我就转述，这时候太阳仍然是处于“要升起来”的状态）
如果用would，语法上也没错，但是意思就变成“猜测”：据说考试要推迟。
而且在说这句话的时候，可能考试已经过了。说话的人只是在讲故事。
又如：He said the sun was rising。他说太阳就要升起来了。（他说这句话可能在9月3日，而我说故事的时候转述这句话可能是在10月2日——这时候9月3日的太阳早就升过了）
It is said that是“据说”的意思，后面加一个事实，不用虚拟
