c和b都有可能是错的，如果c正确，那么b处应该空着，如果b正确，c处应该是最高级。简而言之。要么是He is taller(但因为后面没有加than和比较对象，所以不是非常妥当)，要么是He is the tallest.(个人认为这个答案比较好。)
taller 改为 tall———

as…as是“和…一样”，是平级的，所以之间的形容词不需要用比较级，句中的taller改成tall就对了
as…as 同级比较，中间不能用比较级
taller应该是tall
应该是tall,as as是平级比较,应用形容词原级
as…as之间用形容词副词原型，你用的是比较级
