用现在分词是此动作由主语he主动发出，可以理解为“一听到这个消息，他就变得兴奋了。”现在分词短语作时间状语，谓语动作紧跟分词动作发生，译为“一...就...”; 如果有其他答案，我会觉得Having heard也挺好，表示听这个动作先于got发生，以上是我的见解。
They(主语) got excited (谓语) on hearing the good news(表语).
因为一个句子在没有连词连接的情况下只有一个谓语动词，句中got是谓语动词，所以hear不可能是谓语动词。本句中，he got excited 是主句，hearing the news 作为伴随状语。又因为hear 这个动作是主语he主动发生的，所以用ing形式前面是一个短语，起状语作用，原因状语，表示听到这个新闻，他很激动，由于不是句子，所以不用动词动词原型
