it引导的主语从句，it为形式主语，to study englishi well是主语，为了避免头重脚轻而存在的句式。。。
个人意见，仅供参考：
两个句型的意思都是“对你来说很重要”，区别在于：it's important to you中的it指代的是上文中出现过的某样物品或者某件事情，在它的后面不加任何东西；it's important for you中的it指代的是下文中将要讲诉的一件事情，eg. It's important for you to be on time in work. 例句的意思就是在工作中有时间观念对你来说很重要。这个地方it指代的是就是"to be on time in work"这么一件事情。所以我们常常见到使用后一个句型的时候，它的后面还有补充说明的成分，也就是说，这是一种倒装用法，避免“头重脚轻”。
比如，你真好，It"s nice of you.
他对于你来说很重要：He is importent for you.
It is important for you to study 对
用OF 的情况是：形容词是表示人的品行，很明显‘ 重要的’ 不是人的品行
for对
of一般是在说人的特点时用，比如it smart of you to do sth
这里用for，for是用来形容物的特点，而of是形容人的品质
表示人的某种品格时用of
例如：It is kind of you to do such things.
