为什么要用being？直接写of not accurate行吗？
Answer:
其实提问者自己已回复了这个问题，只是当局者迷。of既然为介词，后面显然要接名词成份。故"of not accurate" 不成. 要用也得是"of inaccuracy" 或"of no accuracy".但后面的"with their bookkeeping"为状语成分是不能修饰名词的，所以就用了"of not being accurate with their bookkeeping"这个结构。

2.
that后面是宾语从句吧？宾语从句要有完整的句势结构对吗？measures=主语 be taken=谓语 是被动语态，但是为什么要用be？用are或者was行吗？
Answer:
当"insist" 表示“坚决主张；坚持要求”，接that从句，用虚拟语气。即“should＋动词原形”，should可省略。表示对将来事实"可能相反"的一种虚拟.
即 They all insisted that measures (should )be taken accordingly to achieve accuracy.
可以清晰看出省略了should是这里用"be"的原因，而为什么会省略should或用"should＋动词原形"是由"insist"引导的宾语从句时虚拟用法的一种表现形式所导致的。

就提问者关于句构的分析我想说两句
英语中一些介词的搭配，有些时候并不是根据介词本身的词意来选择的
如做"控告"讲时，虽然"charge"与"accuse"词义相近，但它们所要求的介词却不同
She "charged" him "with" murder.
She "accused" him "of" murder
她指控他杀人

再如做"指责"讲时，虽然"blame"与"accuse"词义相近，但它们所要求的介词却不同
She "blamed" me "for" carelessness
She "accused" me "of" carelessness
她责备我粗心大意

从以上例子可以看出有些时候介词的选择并不是缘与其本身的词义，而是要考虑介词与动词的搭配关系，这种搭配往往是“习惯性”的,是需要记住的。如同汉语中的"茅屋"与“茅庐",如果看过《三国》,了解“三顾茅庐”的历史典故，就不会闹出“三顾茅屋”的笑话了.

上面罗嗦了这么多，是因为注意到提问者把句子进行的“主+谓+宾+宾补“的结构划分,
虽然accuse可作不及物动词，但这里"accuse"显然做的是及物动词不然后面不可能直接接宾语，如果后面是宾补成分,为什么不能像see sb doing sth那样直接接宾补，而加上了介词"of"
本来如楼上几位所言当成固定用法记住就可以，但是如果真要较真其句构划分愚以为应是“主+谓+宾+状"后面是介宾结构做原因状语，当句构的分析最终目的还是为了理解。

在句中作表语

sure做副词，be sure to do sth 不要忘了做某事的意思
