pay有三种词性：n、v、adj。这个短语中是动词，即“付”的意思。pay attention后面一般都有一个to的，意为对什么表示关注
如果只给两个空应该填waited for 象你说的填waiting for 就没有BE动词了。
如果三个空可以填was waiting for
suggest（建议) that 主语+should+动词原形 should可以省略

有点可以肯定：suggest【建议】加从句，从句的谓语为【should+动词原形】should可省略。如：

suggest如表示【暗示】，则从句用陈述句。如：

suggest 当建议讲时候，后面的宾语从句需要用虚拟语气，也就是should +动词原形

suggest 后面的that从句用should do 的形式，should 可以省略。
