您好，这里是ing形式引导的伴随状语从句，意思就是说在同等情况下的意思。
所以不强调假设或者过去的时态，也就是表示一般的状态，所以您说的were引导的就不合适
1. other things equal是成语，意思是在其它条件不变的情况下，只能用来作状语，不能加are。不同的表达形式有：
(all) other things (being) equal
其中all和being都可以省略。
Other things are equal意思就错了。
