不能。只是 a number of + n. 作主语时，谓语动词用复数；而the number of + n.作主语时，谓语动词用复数。如：A number of students are going to college. The number of school in the city is ten.

a number of是指大量的，所以后面可以接不可数名词；

两个都不可以，都只能带可数名词。

a number of是“许多”的意思，是复数概念。
