城市中乱吐、乱倒、乱丢垃圾等现象难根除，一是这些行为实际上是个人惰性与社会公德的正面冲突。二、这与现在社会的整个大环境也脱不了关系。现在城市环境有的地方存在着严重的脏乱现象给市民不文明行为提供了温床，他们觉得反正这么脏了，我再“丢一点”、再“吐一口”也无所谓，就是这么多的“无所谓”，久而久之使城市陷入了一种恶性循环。还有中国人的传统生活习惯——所谓“各人自扫门前雪”的观念很普遍，垃圾堆在家里很别扭，但是没有想到随便扔在大街上给城市造成了更大的不合适。
现在对付乱吐乱扔等不文明行为各地都推出了比较严厉的处罚办法，但是很多人对罚款根本不当一回事，电视中也演过这种现象：“随地吐痰，罚款五元”城管人员把罚款单给随地吐痰者，吐痰者交给城管人员十元钱，城管人员刚要找钱，那人却说：“别找了，我再吐一口”，由此可见罚款的作用也是微乎其微。要想从根本上治理城市的这些不文明行为，当务之急还是下大力气提高市民素质，进行“处罚与教育相结合，管理与疏导相结合”， 建立一套完善的管理机制，努力营造良好的城市环境。
我们每天都要生活在这个城市中，乱吐、乱扔等行为，看似生活中的细节问题，却是一座城市环境意识最直接的体现。试想一下每天生活在一个脏乱的城市里，人们会有心情去工作去学习？会对这个城市产生感情吗？人与环境是可以互动的，如果城市环境越变越靓，同时市民素质也会不断提高。
